Abstract

The English modal verbs are a subset of the English auxiliary verbs used mostly to express modality (properties such as possibility, obligation, etc.). They can be distinguished from other verbs by their defectiveness (they do not have participle or infinitive forms) and by their neutralization (that they do not take the ending -(e)s in the third-person singular). The principal English modal verbs are can, could, may, might, shall, should, will, would, and must. Certain other verbs are sometimes, but not always, classed as modals; these include ought, had better, and (in certain uses) dare and need. Verbs which share only some of the characteristics of the principal modals are sometimes called "quasi-modals", "semi-modals", or "pseudo-modals".A people is any plurality of persons considered as a whole. Used in politics and law it is a term to refer to the collective or community of an ethnic group, a nation, to the public or common mass of people of a polity. As such it is a concept of human rights law, international law as well as constitutional law, particularly used for claims of popular sovereignty.A message is a discrete unit of communication intended by the source for consumption by some recipient or group of recipients. A message may be delivered by various means, including courier, telegraphy, carrier pigeon and electronic bus. A message can be the content of a broadcast. An interactive exchange of messages forms a conversation.One example of a message is a press release, which may vary from a brief report or statement released by a public agency to commercial publicity material.
